Manager of infrastructure Corey Bourne said a detailed assessment had been undertaken.
“We are confident that our remedial works have improved the safety of the iconic tower,” he said.
Loose material around the outside of the tower has been removed and safety knocks have ensured the tower remains safe into the future.
“It was important that we got it right before removing the scaffolding; community safety is our highest priority,” Mr Bourne said.
“We will be undertaking regular assessments of the structure to make sure the tower remains safe into the future.”
A condition assessment completed in December 2018 found that while the reinforced concrete tower was structurally sound, some non-structural sections of the protective coating had deteriorated over time.
It is expected the scaffolding will take two days to remove on Tuesday, November 19 and Wednesday, November 20.
Traffic management will be in place while the scaffolding is being removed and there will be no interruption to the town water supply.
