A building at 32 Barry St, Echuca was demolished on Friday morning to make way for the project, which provides accessible housing for people with a disability.
Three sites have already been completed: in Minor St and Eyre St in Echuca and in Maiden St in Moama.
Community Living and Respite Services chief executive Leah Taaffe said this site would look different to the other three.
“We're looking to provide a model of housing where people live in individual units with overnight support,” she said.
Ms Taaffe said the planning and design process would get under way in the next month and the project was expected to take between 18 months and two years to complete.
