Council outdoor pools in Cobram, Numurkah, Nathalia, Strathmerton and Yarrawonga will be impacted by the staffing issues.
YMCA manager Carien Hesselberg said the COVID-19 pandemic had meant staff levels were much lower than usual.
“The staffing issue we are now experiencing, is also reflected in the wider aquatic and recreation industry at present,” she said.
“Weekends, school and community events are still being planned however we are asking patrons to check regularly with their local pool for the latest changes.”
“If vacancies can be filled, more services may once again be offered.”
She also said they were continuing to work through COVID-19 vaccination requirements, including third dose requirements, and how that would impact service delivery.
The issue is compounded by younger staff returning to school or university and having reduced availability or complete unavailability at the end of the season.
Ms Hesselberg said outdoor pool opening hours would be reviewed continually over the last four weeks of the season in line with available staff.
“Water safety is always our highest priority, and we understand the expectation from our community for pools to be open as normal,” she said.
“The reality is, there isn’t enough staff to operate seven days a week across all townships, and to do so safely.”
Moira Shire Council chief executive Clare Keenan said the decision to adjust opening hours was unfortunate but necessary.
“Our pools are much-loved and well-used by our community, and we’ll continue to work in partnership with the YMCA to overcome the staffing issues if possible,” she said.
The YMCA is accepting lifeguard applications until the end of the season, which can be found online.
