Both plans are set to be revealed by the Victorian Government on Sunday, September 6 as COVID-19 cases statewide continued to drop with 70 new infections and five deaths recorded on Tuesday.
Although the total number of cases has risen by 58 with 13 previously identified cases re-classified.
"On Sunday we'll speak about two road maps towards opening up, one for metropolitan Melbourne and a second road map that may have different component parts for regional Victoria. That will be based on case numbers," Mr Andrews said.
"It will be based on the science, the evidence and the best of medical advice. But we believe that given the low case numbers it will be possible for us to have different settings in regional Victoria, and a different timeline and road map compared to what will be essential in metropolitan Melbourne.
"We will always to make sure the rules are as simple and logical as they can."
