Evans will lead the team alongside Cohuna's Josh Treacy after playing 11 games in his bottom-age year in 2018, while Jack Ginnivan from Strathfieldsaye has been named as the side's vice-captain.
New Pioneers coach Damian Truslove said the pair had been impressive throughout the pre-season period.
"Josh and Jack are outstanding individuals that have strong voices on and off field,'' Truslove told Australian Community Media.
"They lead by example with their work rate, voice and direction.
"They'll compliment each other really well."
Evans and Treacy were selected after the Pioneers' coaching staff had identified a seven-man leadership group from their squad.
"Once we identified our seven leaders I spoke to them and the staff about who they thought should be captain,'' Truslove said.
"From that it was pretty clear who our three leaders should be."
With the start of the NAB League drawing closer, Truslove said he had been impressed with the work ethic displayed by his players during the summer months.
"Everything we've put in place the players have had a crack at to the best of their ability,'' Truslove said.
"Our staff are outstanding. They love footy and love working hard.
"It's an exciting program and we're really happy with where we're at."
The Pioneers will ramp up their preparations for the new season on Sunday, when they take on the Greater Western Victoria Rebels in Ballarat in three trial matches.
There will be one under 16 game and two under 18 matches.
Evans is second Echuca local to captain the Pioneers after Ollie Wines in 2012.
