The council resolved to write to the Department of Environment, Land, Water and Planning to advise that the current barbecue and toilet facilities are no longer up to code and will be demolished, and without those facilities the parcel of land does not require council management.
The Kow Swamp park has been the topic of considerable debate in recent months after the council was forced to close the toilets due to their proximity to the water.
Councillors also resolved to write to Goulburn-Murray Water stating it was the council’s view that erosion at the Lions Park foreshore was caused by high water levels from using the swamp as a mid-Murray water storage facility.
Campaspe Shire Council regulatory and community services manager Paul McKenzie said consultation had taken place with the Leitchville Lions Club in response to concerns about erosion.
“Consultation has not been had with locals about (the proposed removal of council management), but there has been talk of what the Lions Club can do with the reserve as a committee of management,” he said.
Mr McKenzie said after the council was no longer the committee of management for the land, the decision on what would be the next step for Lions Park would be in the hands of DELWP.
“It is not a matter for us to consider; DELWP would be the ones to make the call,” he said.
Speaking to the motion, Cr Leanne Pentreath said the park was only a thin sliver of land.
“It cannot stay the way it is, the facilities require drainage 60 m away from water – we can’t get what is required under current legislation,” she said.
The toilet facilities and barbecue will still be removed from Lions Park.
