At just 14 years of age, Trewhella triumphed as a bottom age rider in the Under-17B category, defying experienced competition and a gruelling track to take the win.
The four-stage tour featured a hill climb sprint, an individual time trial and two separate road races.
The first stage was a hill climb sprint to the top of Mt Pinniger - an ascent of 500m over a distance of 4.7 kilometres.
Trewhella led the field early and crossed the finish line 22 seconds clear of his closest rival to claim the fastest time of the stage.
He followed up his strong opening in stage two, pulling away in the 14.4km individual time trial 30.93 seconds faster than the second placed rider.
The two stage wins had him perfectly placed on the general classification standings, and as the riders moved on to stage three - a 37.3 kilometre road race - the question was whether or not the first-year competitive cyclist could hold his lead.
Trewhella crossed the line fifth in the front group but all riders were awarded the same finishing time leading into the all-important stage four - a gruelling, hilly 600m ascent across the 42km course.
Trewhella found himself in a sprint to the finish line, where he was just pipped at the post.
However, both competitors were awarded identical times, and the Echuca cyclist's efforts over the four stages were more than enough to secure him the GC and yellow jersey win.
Trewhella's victory at Eildon, the fourth event on the VJRS tour, is the latest in a string of strong performances, including his ride at the Alpe de Buffalo Victorian Hill Climb Championships at Mt Buffalo and the Broadford Junior Tour that saw him finish second in the GC and fourth at the Ararat Junior Tour.
Levi Hone, also from the EMCC, re-joined the tour in his return from a broken collarbone sustained at his last event. He competed strongly in the Under-17A category.
The fifth and final series will be held in August at Glenrowan.
