The determinations cover $US2.9 billion ($A4.5 billion) in imports from Australia, Brazil, Canada, Mexico, the Netherlands, South Africa, Taiwan, Turkey, the United Arab Emirates and Vietnam, the US Commerce Department said in a statement.
"Commerce made its final determinations that imports of CORE into the United States from ten trading partners were being dumped and/or subsidised," the department said.
Corrosion-resistant steel is used to build cars, appliances and buildings, the department said.
"American steel companies and workers deserve to compete on a level playing field," Under Secretary of Commerce for International Trade William Kimmitt said in a statement.
The International Trade Commission - a US federal agency - will now make its own determination of injury to the domestic steel industry, the department said.
"If the ITC makes an affirmative, trading partner-specific injury determination, Commerce will issue AD and CVD orders," the Commerce Department said.
US Treasury Secretary Scott Bessent on Tuesday said customs duty revenues from President Donald Trump's tariffs may top $US500 billion ($A771 billion) a year, with a substantial jump from July to August and likely a bigger jump in September.
Bessent told a White House Cabinet meeting that his prior estimate of a $US300 billion ($A462 billion) annual tariff collection rate was too low.
"We had a substantial jump from July to August, and I think we're going to see a bigger jump from August to September," Bessent said.
"So ... we could be on our way well over half a trillion, maybe towards a trillion-dollar number. This administration, your administration, has made a meaningful dent in the budget deficit."
Tariff revenue would offset the deficit increases triggered by the Republicans' tax-cut and spending bill passed this year. CBO estimated this bill would widen the deficit by $US3.4 trillion ($A5.2 trillion) over the next decade.
Trump's tariffs drove July US customs duty collections up by nearly $US21 billion ($A32 billion) from the $US7 billion ($A11 billion) collected in July 2024 and about even with the $US20 billion ($A31 billion) increase registered in June.
Significant increases in tariff rates for nearly all trading partners kicked in on August 7.
