Council decided on the make-up of the committee behind closed doors at its February meeting after being delivered with a shortlist of 19 people by Meninya St project manager Matt Sherman.
Cr Bilkey said council was looking to form an advisory committee with a range of skills.
The nine-member committee is made up of Gerard Brandrick, Phil Birrell, James Hitchens, Jason Russell, Darella Carr, Nola Vulling, Jacqueline Starritt, Oliver Boyd and John Guilfoyle
“The committee has people from business and tourism, along with members with engineering backgrounds.
“All are very relevant to the committee’s ultimate goal,” Cr Bilkey said.
He said it was a tough job picking the final nine.
“We were supplied with all 31 names and their applications. We did ask Matt Sherman to cut it down to a smaller list from his perceptions at the interview process,” Cr Bilkey said.
"We did choose the eventual nine from that shortlist and there was a fair amount of debate in achieving that result,“ he said.
"We debated about having people from different backgrounds on the board. Eventually we finished with three from tourism, three from business, a couple from engineering and an architect,“ he said.
Mr Sherman will be leading the first meeting of the group, expected to be later this month.
“They will meet fairly regularly, because they have a short time-frame on getting this project started.
“Matt and the committee must have a concept plan in place pretty quickly,” Cr Bilkey said.
