But Victoria's snap seven-day lockdown meant the family would have to push back his first ever planned birthday party.
“He was really excited,” mum Bree Forge said.
“We hired a jumping castle and had everything ready for his family and six of his school friends to come and enjoy.”
Ms Forge said she had to break the news on Thursday morning before the announcement.
“We sat him down and said there was a possibility his party may not go ahead and things were out of our control,” she said.
“There were a few tears, but he took it a bit better once the announcement of the lockdown was made.”
And while Noah hopes to have his party this weekend, it won't be exactly the same as it was going to be.
“Thankfully we were able to reschedule the jumping castle, but two of Noah's friends now can't come to the party,” Ms Forge said.
“And if the lockdown goes any longer, my partner and I have made the decision to just cancel altogether and wait until next year.”
Meanwhile, Echuca's Josh Mackrell was travelling home from Ballarat to attend his own 21st birthday party on Friday night.
But his plans would also have to change.
Halfway through the trip, mum Aileen had to break the news to her son.
“He kept saying to me ‘are you sure it's not just Melbourne going into lockdown?'" Mrs Mackrell said.
“But he was upset when I had to tell him it was the whole state.”
On Friday, May 28, Josh and a group of his friends and family were set to hit the American Hotel for his birthday celebrations.
“He had about nine of his university friends coming with him and they had booked two nights’ accommodation,” Mrs Mackrell said.
“We were still able to have him home for lunch and we could still celebrate his birthday in the end.”
Despite having to cancel all celebration plans, she said all the vendors were good to the family.
“Thankfully the cake hadn't been made yet so we were able to postpone that and the staff at the Yank were very accommodating,” Mrs Mackrell said.
“Josh was also able to get a credit on his accommodation so his friends would still be able to come when the party goes ahead.”
But unfortunately, there was no telling when the celebrations could happen.
“It's a shame because we really don't know how long this lockdown will go for so we aren't able to pin down a new date,” she said.
“We have our fingers crossed it will hopefully be able to happen soon.”
