Walter Mikac met with NSW Premier Chris Minns on Tuesday afternoon to discuss a push by the Shooters, Fishers and Farmers (SFF) party to enshrine a "right to hunt".
"I have no problem with hunting but we don't need to go down that path," Mr Mikac told reporters.
The broad proposed changes were part of a push by the hunting community to "make them feel better about what they do".
"There's much more important things about that we need to address before necessarily going to promoting hunting," he said.Â
Hunting is already permitted and the proposed changes including new authorities and ministries were not necessary.
"It's not a system that's broken, if anything it's been incredibly successful," Mr Mikac said.
Some critics of the bill have alleged a "deal" between the government and the SFF, which has two members in parliament.
The government is reliant on the crossbench to pass legislation, holding only 15 of 42 seats in the state's upper house.
But Mr Minns has promised the state will not "water down" gun laws.
"We're not going to support any provision that makes it easier to buy guns," he told reporters on Tuesday.
Mr Minns also indicated support for a national gun register to help law enforcement agencies keep track of weapons across state lines.
He made the comments before meeting with Mr Mikac.
"I do feel confident in my heart that he is genuine in that intent," Mr Mikac said after meeting the premier.
"However, it's a case of let's see the actions matching the words."
Mr Mikac said he understood "political expediency can lead to outcomes" but had directly addressed the premier asking for a "better allegiance and alignment" with other groups aside from the SFF.
"He didn't like that, but I wanted to go in there and leave no stone unturned," Mr Mikac said.
He founded the Alannah & Madeline Foundation, named after his two daughters who were killed alongside their mother and 32 others during the 1996 Port Arthur massacre in Tasmania.
A recently elected SFF member in that state, Carlo Di Falco, nominated "fit for purpose" gun laws among his priorities, and told AAP "anti-firearm zealots" were "still trying to milk that tragedy for all it's worth" in August.
The Port Arthur massacre prompted a crackdown on gun ownership nationwide, but recent analysis from the Australia Institute revealed the number of registered firearms Australians owned was 25 per cent higher than it was in 1996.
