Five years ago Mr Soullier was the key speaker at a Echuca Regional Health dedication of a short stay unit within the hospital, in honour of Peter Geddes.
Mr Geddes died while on duty at Nathalia police station and $100,000 was donated to the ERH for the short stay unit, in his honor, in 2017.
He will first speak at the Tuesday, January 25, dinner on Australia Day eve and then will be the guest speaker at the Kerrabee Soundshell on Australia Day.
Mr Soullier was the major fundraising force behind the Blue Ribbon Foundation, which was originally known as the Tynan-Eyre Memorial Foundation.
He was a founding member of that foundation, which was raised after the murder of the two constables in 1988. It later became the Blue Ribbon Foundation.
Blue Ribbon Day is celebrated on September 29 every year and coincides with National Police Remembrance Day.
Mr Soullier was honoured with the Medal of the Order of Australia for his work with the Blue Ribbon Foundation.
He served as a volunteer and board member for 12 years before becoming the foundation’s chief executive.
Blue Ribbon Day works with other police agencies and community groups to promote it and other public benefit programs.
He also developed the foundation’s flagship product, Constable T. Bear, which is now one of the most popular collectible teddy bears in the world.
Campaspe Shire Mayor Chrissy Weller and Murray River Council Mayor Chris Bilkey will be key players in the ceremony, along with Rotary Club of Echuca-Moama president Teresa Carlson.
There will be a gumboot throwing competition and a skatepark competition, along with a display of restored vehicles by the Echuca Historic Car Club.
There will also be six people involved in a citizenship ceremony, from Echuca, Rochester and Tongala.
The Australia Day eve dinner is again being co-ordinated by the Rotary Club of Echuca Moama and is being held at Moama Bowling Club.
At a cost of $49 a person for the three course dinner the Rotary Club is accepting bookings for the event, until January 17.
