Four goals are outlined in the plan: improve community literacy, grow community connections, increase access to services and reach out to new audiences.
At the meeting, Cr Jessica Mitchell said libraries were a vital part of the Campaspe community, and were well valued by residents.
“One community member said it perfectly: libraries are an equaliser. Anyone can use them. Anyone can access their literary interests,” she said.
“Libraries share community information, and we’re extremely lucky to have such a wonderful facility with highly skilled and professional staff.”
From 2023 to 2024, Campaspe libraries recorded 9500 members, representing 21 per cent of residents in the municipality.
There were 120,000 visits to libraries branches and depots, and 18,000 attendances at scheduled library programs.
The new strategic plan adopted by council was informed by an extensive community engagement process, which heard from 550 users and non-users.
Mayor Daniel Mackrell welcomed the plan’s adoption, calling it an ambitious and responsive strategy.
“Our libraries play a crucial role in fostering lifelong learning, promoting literacy and building strong, connected communities,” he said.
“Thanks to the valuable input from residents, this strategy is grounded in what matters most to the people we serve.
“Our goal is to ensure that our libraries remain vibrant, inclusive and forward-looking hubs for learning, connection and cultural enrichment.”
The strategic plan will guide service improvements, new initiatives and investment priorities over the next five years.
