Seven candidates will be automatically elected on September 14.
A decision will be made on whether to hold a by-election to fill the eight seats once the new term begins.
Murrumbidgee has only narrowly escaped the same fate, with two of its three wards only just getting enough candidates.
Jerilderie and Murrumbidgee East will not go to a vote.
Four candidates are contesting the Murrumbidgee ward, to fill three seats.
In Berrigan, a vast majority of the council will be new to their roles.
Only three sitting councillors nominated - current mayor Julia Cornwell McKean, her immediate predecessor Matthew Hannan and Renee Pain.
Councillors Carly Marriott, Ted Hatty, Sarah McNaught, Roger Reynoldson and John Taylor all chose to resign at this election.
The four new councillors joining the council will include small business owner and counsellor Catherine Healy.
Her nomination documents indicate she has associations with Biralee Preschool and Southern Riverina Wellbeing Collective, of which she is a founding member.
Renee Brooker will bring some financial services expertise to the council. She has worked in the industry for 25 years.
In her nomination document, she said her aim on council will be to shape the shire as “somewhere our children want to return to, with the industry and infrastructure to support residents into the future”.
John Stringer already heads up the Tocumwal Community Development Committee, and wants to help drive growth across the whole shire as a councillor. He is also a business owner, and a marine mechanic.
With a desire to give back to the community, Kate Ngatokoa is the seventh councillor to be automatically elected.
Her existing community involvement includes Riverina Foodshare in Finley.
Six of Murrumbidgee Council’s councillors are confirmed to be returning on September 14, all standing uncontested.
Existing Mayor Ruth McRae, Faith Bryce and Troy Mauger were the only nominees for the Jerilderie ward.
Similarly, Christine Chirgwin, Timoth Strachan and Robert Ball were the only candidates for Murrumbidgee East.
Gavin Gilbert has stepped away from local government at this election, but existing councillors Judith Saxvik and Robert Curphey will be seeking re-election in the Murrumbidgee ward.
The other candidates in the ward are Patrick Brown - a career sheep farmer and Hayley Heath.
