There are exceptions to the powers councillors can give to the chief executive.
Some of the limits include the power of delegation, the power to elect a mayor or deputy mayor, the power to appoint the chief, the power to make, amend or revoke a local law, the power to approve the budget or revised budget, and the power to borrow money.
The motion was passed unanimously, with Cr Leanne Pentreath moving the motion and Cr Adrian Weston seconding the motion.
“This is standard practice ... otherwise ... (the chief executive has) to come back to council frequently, and business as usual is held up,” Cr Pentreath said.
"If a contract exceeds a value of a million dollars ... the CEO has to bring it back into council for review.
“It’s also written in there that the standard practice is that anything that is an operational expenditure, such as wages or the fire levy, which can be fairly expensive, must not exceed $4 million. This allows business as usual and the organisation to carry on with what it’s expected to do.”
