THE NSW police commissioner Mick Fuller has confirmed border communities such as Echuca-Moama will be treated differently than the rest of Victoria.
But the finer details are not yet known.
Mr Fuller said Victorians would not be able to cross into NSW from midnight tonight and all NSW residents who return to the state from Victoria must apply for an exemption and isolate for a period of 14 days.
People will be able to apply for a Services NSW exemption from tonight.
"If there is a failure in the technology, you will need to be patient. Approach police (when attempting to cross the border) and explain the situation," Mr Fuller said.
"The next 72 hours will be challenging.
"There needs to be a sensible bubble around these border towns."
Residents in NSW will not be stopped from travelling to Victoria, although it is suggested they don't travel.
