Haas will line up in the grand final against Melbourne with only a premiership ring missing from his resume.
Webcke and three-time Broncos title winner Petero Civoniceva followed after the great Glenn Lazarus, who won two of his five career titles at Brisbane, and as a pair were two of the best.
Webcke, whose final career match was Brisbane's last title win in 2006, was asked if Haas could go past him and Civoniceva as a prop.
"Of course he could, and I think he is there already to be honest," Webcke said.
"Payne has a motor that God only handed out to one or two ... and he didn't give one to me!
"He is an astounding footballer, astounding. I am in awe of him and what he does.
"You talk about Petero and myself and other blokes ... we didn't play like that. The game was different, yes, but we couldn't do what he does. He is a freak. He really is."
Haas, five-time Broncos player of the year, has magnificent games each week but took it to another level without suspended Test forward Pat Carrigan alongside him in the 16-14 win over Penrith in the preliminary final.
The 25-year-old played 80 minutes, ran for 182m and made 46 tackles with none missed.On top of that, late in the game Haas cleaned up a loose ball in the in-goal area and pressured Nathan Cleary late to prevent him attempting a two-point field goal.
Haas was in the presence of Webcke and founding Broncos captain Wally Lewis at the club's pre-grand final media day. Honouring the greats of the past has always been high on his agenda.
"They paved the way for us to be honest and put this jersey in a great place. It is not our jersey," Haas said.
"We don't own it. We are just hiring it for the moment now and trying to put it in a better place.
"I have spoken about this heaps of times.
"I haven't won a comp yet and obviously that's something I really want to achieve.
"That's the end goal."
Webcke always held the 1992 and 1993 premiership winners, club history and the Broncos as an institution in high regard.
"If that is being instilled and is still part of the club then that is really important and Payne is a great example," Webcke said.
"I have interviewed him a couple of times for Channel Seven and he genuinely loves rugby league. He is passionate about this club and he wants to win a premiership.
"Well, he has got his chance."
Winning on Sunday is all that matters to Haas.
"I am not going to talk about dynasties. I am just worried about this week and getting it done," he says.
"Being present is important for us and worrying about our own preparation.
"Melbourne are always up for this game. We are too. We love versing them and we have a rivalry. It is a great challenge."
