Earlier this week, the competition's board declared mid-week and weekend grand finals would not go ahead on Friday and Saturday due to the coronavirus lockdown.
This means no premiers will be recorded for season 2019/20.
Both division one finals were set to be played between Echuca and Moama.
City of Echuca's mid-week pennant head of selectors Michelle Cunnington said the club was disappointed matches would not go ahead.
And what made the decision more frustrating was seeing games scheduled in Melbourne would still be played.
“It's a disappointing way for the season to end,” she said.
“There is a sense among our players that there is no closure because no winner has been decided.
“I thought there could have been an option to play without spectators like the preliminary finals.
“Or we could have even played different divisions at different clubs. Even though Moama finished on top of the ladder (in mid-week pennant), we would have understood if they were declared the winners.
“Hopefully there is an opportunity for the committee to change their minds if the situation does calm down.”
CVBD chairperson Barry Brown said the committee had no choice following Bowls Australia's recommendation to call off all competitions.
“As a competition we have a duty of care to our bowlers,” Brown said.
“That was the main reason for our decision, but it was one we ultimately had to make.”
Meanwhile, Moama's Apollo Birch said he understood why the decision had to be made.
“As a player I'm disappointed we don't get to play, but as an administrator it's clear the decision had to be made,” he said.
“But what should have happened depends on who you ask. It's a situation no one has faced before and everything is changing so quickly.
“It's hard to say what is actually the right decision.”
