The complaint has drawn renewed attention to the distinction between Starlink, SpaceX's commercial satellite internet service, and Starshield, a military version developed for the Pentagon. While Musk has said the two systems are separate, in many cases they share the same underlying satellite technology.
"Starshield systems are owned and controlled by the US government," Musk said in a post on X, adding that any limits on speed or usage are decided by the US military or the president.
"Starlink is a commercial service owned and controlled by SpaceX. Usage of Starlink is limited to civilian or defensive activities and cannot be used for offensive military action, as doing so would be inappropriate for a commercial company."
President Volodymyr Zelenskiy said for the second night running, Ukraine had received no warning from its partners of a Russian ballistic missile attack on Kyiv.
"It is clear that the Russians are trying to exploit problems with Starlink's operation in Ukraine, as interceptor drones rely significantly on this connection," Zelensky said in a statement, after meeting with British Prime Minister Andy Burnham in London.
Russia rained more missiles and drones down on Ukrainian cities, knocking out electricity for hundreds of thousands of people in attacks Zelenskiy called "ostentatious disrespect" to Donald Trump's call for an energy ceasefire.
The US president publicly turned on Zelenskiy in recent days after abruptly lifting sanctions on Russian diesel last week, under political pressure to lower fuel prices that have soared since he launched a war against Iran. He has called on Kyiv to halt attacks on Russian refineries, and said Ukrainians should replace their wartime leader.
"It's painful when President Trump chooses one side, not our side," Zelenskiy told Piers Morgan Uncensored.
Zelenskiy said he was OK with Trump being in the middle of Ukraine and Russia, but added: "If you are in the middle, you have to stay in the middle.
"Now (Russian Vladimir) Putin is laughing because, I mean, this is for him, simple victory - this diesel deal."
Asked about the restriction on the military version of SpaceX's Starlink services in Ukraine, Zelenskiy said: "It's a big mistake ... this decision will bring a lot of human losses." He did not say who was responsible.
Earlier Zelenskiy received a strong show of support in London, meeting with Burnham and King Charles as his relationship with the United States took a sharp turn for the worse.
The diplomatic display, which included a 25-minute audience with the King and a ceremonial guard in Downing Street.
"My message to the Ukrainian people could not be clearer, we are with you for as long as it takes, and we will go further and faster in our support to back your courageous fight for peace in Europe," Burnham said in a statement.
At the start of the Downing Street meeting, Zelenskiy said Ukraine still relied on its partnership with the US.
The UK has said it does not support the US-Russia diesel deal, and called for allies to keep up the economic pressure on Russia.
Burnham said the last few days had been "very dark and difficult" for Ukraine but the UK remained a staunch ally.
"We're behind you, and that will not change," he said.
Russian Deputy Prime Minister Alexander Novak accused the Ukrainian army of attacking two refineries, the Russian state news agency TASS reported.
Novak said oil processing plants in the Ryazan and Saratov regions had been attacked.
Ukrainian officials immediately dismissed Novak's statement as disinformation.
