The draft budget includes a $16.439 million capital works program, with about half funded through state and federal government contributions.
Key projects include rehabilitation works on the Kerang township levee and the first stage of the Koondrook levee, aimed at reducing future flood risks.
Road infrastructure also remains a priority, with $3.85 million allocated to upgrades across sealed and unsealed roads, bridges and footpaths, along with additional road safety improvements in Cohuna and Kerang.
In Cohuna, council is seeking $3 million in external funding to progress stage two of the waterfront development, while plans are also under way for the redevelopment of swimming pools in Cohuna and Kerang, with $1.28 million sought for design work.
Changes in the budget include a 2.75 per cent rate rise in line with the Victorian Government cap, along with a $10 increase to the municipal charge, the first rise in more than a decade.
Waste charges will also increase by between $13 and $18, depending on bin size.
Mayor Garner Smith said the budget aimed to balance rising costs with maintaining services.
“Council is facing accelerating costs that are growing faster than the Victorian Government’s rate cap,” he said.
Residents can provide feedback on the draft budget until May 15, before it is finalised in June.
