Echuca police Constable Jesse Simpson said at about 9am, a Moama man in his late 30s was driving west along Echuca-Mitiamo Rd in a white Kia Tasman.
He allegedly failed to give way when crossing the Northern Hwy at the intersection, Constable Simpson said.
He said a grey Nissan Qashqai travelling north on the Northern Hwy struck the driver's side of the Tasman.
An Ambulance Victoria spokesperson said Advanced Life Support paramedics attended the scene.
The driver and passenger of the Nissan, a man and woman in their 50s, were taken to Echuca Regional Health for treatment by road ambulance.
The AV spokesperson said the woman had upper-body injuries and was transported in a stable condition.
The driver of the Tasman was collected by a friend and did not require ambulance transport, Constable Simpson said.
Both vehicles sustained moderate damage and were towed from the scene, but the crash did not cause major disruptions to traffic.
Constable Simpson said the incident was under investigation.
